- Lifetime Validity for CSD Smart Cards
Gone are the days of annual CSD smart card renewals. From 2024 onwards, cards are valid for life unless lost or damaged. If a replacement is needed, it only costs ₹500. With biometric verification added, the system is now more secure and efficient, ensuring that benefits are protected from misuse.
- Advance Quota Purchase & Monthly Rollovers
CSD users can now buy their full grocery and liquor quota in advance instead of waiting each month. For veterans living in remote areas, unused liquor quota can roll over to the next month, up to two months’ worth (from Feb 2024).
Additionally, pensioners above 70 years now enjoy greater flexibility in grocery purchases, making life more comfortable in their golden years.
- Enhanced Car Buying Limits in 2025
Dreaming of a new car? CSD has significantly increased four-wheeler purchase budgets across all ranks:
- Officers: ₹20 Lakhs (previously ₹15 Lakhs)
- JCOs: ₹10 Lakhs (previously ₹7 Lakhs)
- OR: ₹8 Lakhs (previously ₹6 Lakhs)
On top of this, if you’re buying an Electric Vehicle (EV), you get an additional ₹5 Lakhs:
- Officers: Up to ₹25 Lakhs
- JCOs: Up to ₹15 Lakhs
- OR: Up to ₹13 Lakhs
Also, veterans can now purchase their first EV just six years after their last car purchase, down from eight—promoting eco-friendly vehicle use.
- Lifetime Car Purchase Limits Expanded
For JCOs and OR, the number of cars they can buy in their lifetime has been expanded:
- JCOs: Now allowed five cars in a lifetime
- OR: Can buy four cars in total
For Veer Naris and NoK, unused quotas from the deceased spouse can be claimed—unless the maximum quota was already used.
The gap between purchases remains:
- 8 years between cars
- 5 years of service required before the first purchase (for serving personnel)
- Officers & civilian staff (Pay Level 10-18) stick to one car every 8 years with no lifetime cap
- Home Appliances: Get More for Your Household
To improve lifestyle and comfort at home, the AFD-I purchase limits for TVs and ACs have been revised:
- 2 Televisions every 4-year block (e.g., 2025–2028)
- 4 Air Conditioners in the same block (up from previous limits)
These benefits apply to all personnel in Pay Level 1 to 18, including retired, serving, and family pensioners.
- Simplified AFD-I Rules for Electronics & Two-Wheelers
CSD has streamlined the purchase of Against Firm Demand (AFD-I) items such as:
- Two-wheelers (limit approx. ₹1.5 Lakhs, varies by model)
- Refrigerators, laptops, desktops, washing machines
You may now buy one item of each type every 4 years, and only one type at a time during that period.
This applies to:
- Serving & retired armed forces personnel
- Defence civilians
- Family pensioners (Pay Level 1-18)
- Exclusive Benefits for Veer Naris and Next of Kin (NoK)
Veer Naris and NoK of Battle Casualties (Fatal) receive a special Smart Card free of cost. This card allows:
- Use of unclaimed car purchase quotas from the deceased family member
- Access to grocery and AFD-I benefits
- A heartfelt gesture from CSD to honor India’s brave martyrs
- Eligibility Rules Made Clear
Here’s a quick snapshot of vehicle purchase eligibility based on rank and pay level:
- OR (Pay Level 3-5): ₹8 Lakhs limit (₹13 Lakhs for EVs) – 4 cars lifetime
- JCOs (Pay Level 6-9): ₹10 Lakhs (₹15 Lakhs for EVs) – 5 cars lifetime
